Summary: Ozone admin command for cleaning up missing containers

There is insufficient functionality in Ozone to deal with missing containers.
When a container goes missing, it stays in the system forever.
In case there are unrecoverable datanodes and the user has decided that their
containers and data are lost forever then there is no way of cleaning the
cluster and getting rid of all the leftovers.
There should be an {color:#00875a}ozone admin container cleanup{color} command
that cleans up the OM, the SCM and Recon and restores the cluster.
