Looking at the code, I think it should be fine to use Active DB's {{{}Key
Manager{}}}. Because the directory is already deleted, iterating over Active DB
or Snapshot DB would yield the same result as we can't add or delete anything
inside the directory. I'm not sure if there are any other side effects to using
Active DB instead of Snapshot DB. But it is better to use Snapshot DB for this
purpose so that we don't mess up anything on Active DB.
