Add an optional `GlobalIndexer.rewriteRowIds` operation for rewriting scalar index payloads without reading table data. B-tree and bitmap retain indexed keys while remapping postings and null masks, validating relative RowID domains, excluding `-1`, and rebuilding index metadata. Other index types keep the default unsupported behavior. Validation: 12 cases covering B-tree v1/v2 and bitmap, permutations, removals, duplicates, nulls, multiple payloads, negative predicates and invalid mappings.
