### Purpose
close #10751
FileIO.get probes the prefer, fallback and Hadoop loaders through
checkAccess but only catches IOException. A RuntimeException or
LinkageError thrown by a later probe, such as Hadoop's
"ClassNotFoundException: Class org.apache.hadoop.fs.s3a.S3AFileSystem
not found" when hadoop-aws is missing, escapes and drops the real
errors collected from the earlier loaders.
checkAccess now wraps unchecked failures into an IOException naming
the loader, so every attempt is kept as suppressed on the final
UnsupportedSchemeException, whose message now also names the first
underlying error.
### Tests
a new test, testGetKeepsUncheckedFailuresOfLoaders, plus a small
FailingFileIOLoader helper class.
- one loader throws
RuntimeException(ClassNotFoundException("…S3AFileSystem not found")) as an
observed failure using Flink
- another throws the real IOException;
- the test checks that both survive and that the message names the first
error.
