I've hit the same issue while playing around with this. AFAICT it's caused 
because you pick a dependency version that has NOTICE file, versus the 
automatically chosen dependency that has not. I've fixed this by updating the 
exclusion list entry to match NOTICE as well as NOTICE.txt 
(<exclude>NOTICE*</exclude>). You will lose the NOTICE files, but I don't think 
that is an issue.
