This more like a problem with HBase not being able to merge some regions even
though Admin.mergeRegionsAsync().get() doesn't throw any errors.
Rather than struggling with bugs in EOL HBase versions, we should just disable
the test for Hbase 2.1 and 2.2.
These failures are not relevant to the Phoenix logic that we want to test.
