The following two tests failed in the latest build: - [org.apache.hadoop.hbase.regionserver.wal.WALRecoveryRegionPostOpenIT.testRecoveryRegionPostOpen](https://ci-hadoop.apache.org/job/Phoenix/job/Phoenix-PreCommit-GitHub-PR/job/PR-2160/2/testReport/org.apache.hadoop.hbase.regionserver.wal/WALRecoveryRegionPostOpenIT/testRecoveryRegionPostOpen/) - [org.apache.phoenix.rpc.UpdateCacheIT.testUpdateCacheForNonTxnTable](https://ci-hadoop.apache.org/job/Phoenix/job/Phoenix-PreCommit-GitHub-PR/job/PR-2160/2/testReport/org.apache.phoenix.rpc/UpdateCacheIT/testUpdateCacheForNonTxnTable/) When I ran the 2nd test, it passed, so it seems to be flapper (though I didn't find it flapping in the last 4 builds in master). However, the first one did flap [#848](https://ci-hadoop.apache.org/job/Phoenix/job/Phoenix-mulitbranch/job/master/848/) so it looks like a flapper, however I tried it 2 times locally and it failed both times, so I am not sure if it flapping more often now or there is now a genuine issue on top of whatever was causing the flapping.
