@wojiaodoubao , When there is [NO PROGRESS](https://github.com/apache/ratis/blob/eab143a577210e051c5c284969243fa88f1fef93/ratis-server/src/main/java/org/apache/ratis/server/impl/LeaderStateImpl.java#L104), setConf will fail.
