That's part of the system log itself ( we have slices, they have ids in the
file names, we have the current id). All we need is to be sure that Ratis API
has the way to access this information.
bq. If you think we do need state machine and special messages, why do we need
Ratis for?
In my opinion, we need it only for replication of its own system log where we
store the payload.
