Description: The _Affine parametric transformation_ (EPSG:9624) is
implemented with the parameter {{A0}} in EPSG considered as synonymous to
parameter {{elt_0_0}} in OGC 01-009. This is wrong, EPSG's {{A0}} is rather
synonymous of OGC's {{elt_0_2}}. The same error apply to {{B0}} as well. (was:
