It's a maven requirement -- they are already published. The problem is that
they don't contain cross-references (at least not locally). So, for example:
https://repository.apache.org/content/groups/snapshots/org/apache/lucene/lucene-analysis-common/9.0.0-SNAPSHOT/lucene-analysis-common-9.0.0-20210312.102425-270-javadoc.jar
has refs to other Lucene modules that currently point to nothing
(https://issues.apache.org/jira/browse/LUCENE-9849) but should probably point
at a release site somewhere...
A dependency on these javadocs is not a problem - you just add a qualifier and
then download them automatically. I am no longer sure it's the right solution
though as cross-refs will be an issue. Maybe it's better to publish full
javadocs (as a separate artifact of Lucene?) even for snapshots. Then we could
download and use this artifact locally for both snapshots and releases. This
would mean that Solr would publish Lucene's javadocs too but I don't see much
harm in that.
