By not completely testable, I meant we wouldn't be able to test out the 
Dockerfile as is (without overriding the parameters in there). We should 
definitely include instructions, or probably just add it to the smoke-tester, 
to build the image with the release-candidate URLs.

Actually I definitely prefer your suggestion of using {{apache/solr:9.0.0-rc1}} 
, that way the apache/solr docker tag can be used for nightly/RC builds. 
There's not any particular reason to have every user build the docker image in 
the smoke test. Instead the smoketest should test the docker image that has 
been created by the release manager. And the exact same GPG signature should 
actually already be included in the RC artifacts, so that shouldn't be an issue 
when building the RC docker image, we wouldn't need to skip that verification.

And just to make sure we are clear, I am very much in agreement about using 
docker-solr (or apache/solr-docker in the future) to store the official 
Dockerfiles.
