Don't you think 2 ways to achieve the same is more complexity?

Isn't this is simple enough. This plays well with package manager and there is 
a unified way of using any contrib. All that we need to do is just pick and 
choose the packages we need to use at startup. 

This also offers an upgrade path using package manager if somebody is already 
using the local packages without changing the config at all
