How does this relate to SOLR-14688, the Jira link says "Supercedes". But as I 
understand it, this new mode is only for jars bundled with the solr tgz, not 
for all 1st party packages (i.e. maintained by Solr project but released as 
separate artifacts).

Can I propose that you go back to the google doc in SOLR-14688 and update the 
"grand plan" wrt the overall design and phases of 1st party packages? That doc 
is now very outdated. I feel this Jira is swaying back and forth and really 
deserves a solid high level design.
