This is almost ready. We have some htaccess rules generated in 
[https://github.com/apache/solr/pull/596/files#diff-3286e84f13421bde411fd37d310701c8252ffdf01d8907b826dbd55692084be3]
 that are ready to test out in website repo once we have the guide available.

Still a few old pages that do not have a redirect, but that can be done as 
follow-ups.

Also a question whether Antora should generate its own .htaccess inside 
/guide/solr or not to handle the "latest"->"9_0" redirect, probably better to 
handle that too in the main .htaccess
