Review Comment:
   isCloudMode -- let's not; the user can configure or not as they wish.
   
   "isLeaderThatOwnsTheDoc" can also be removed.  Instead in the URP Factory, 
if we are not a leader, then skip this URP.  The "owns the doc concept" I think 
we are agreeing we don't need in this PR.

Review Comment:
   If SolrParams has some nice conveniences like this; shouldn't NamedList?  
I'm guilty of converting an NL to a SolrParams purely for those conveniences; 
others have too.
