SOLR-17467: Start solr in Cloud mode, introduce --user-managed switch for User
Managed mode (#2729)
Flip the default start mode to SolrCloud. Update the docs and the tests and
the tutorials. This PR doesn't do anything to help an existing setup upgrade
however.
