Also, the reason for this code being triggered is that in {{solr.cmd}} we
actually use the [updated status
tool|https://github.com/apache/solr/blob/main/solr/bin/solr.cmd#L1172] to check
if solr has started, which in turn calls wmic.
I'm going to attempt a fix where we call out to {{powershell.exe}} instead.
