I'm not worried about back compat of {{{}wt=prometheus{}}}. If this is just
affecting that, go ahead and back port to 9_9. If it's affecting the
long-living metric output names (like wt=xml or wt=json), then we should keep
the back-compat option in the 9x and 9_9 branches and document the deprecation.
