Review Comment:
   So I moved it into the Open Telemetry module and loaded it with 
`SolrResourceLoader` with `NoopMetricExporter` as the default. We just need the 
`opentelemetry.exporter.sender.okhttp` as a runtime dependency in core to use 
the OTLP exporter.
