Idea: the overseer could be responsible for emitting such cluster level
metrics, it already has access to whatever it needs.
I have a PR in draft - WIP - which generates dashboard from jsonnet mixin with
all new panels. Once I get to validating it works, that is a foundation for
adding more metrics and panels.
