The Jetty upgrade is now causing a reproducible test failure for the
TestGracefulJettyShutdown test. Turns out to be an upstream regression
introduced in both 12.1.0 and 12.0.36. Only manifests when enabling
SOLR_JETTY_GRACEFUL=true.
I filed https://github.com/jetty/jetty.project/issues/15368 upstream.
We have a few paths we could take this. We could revert straight away and delay
upgrade until a fix exists upstream. Or we could accept loss of graceful
shutdown in main branch only while we wait for a fix (AwaitsFix the failing
test to unblock others).
