Base deprecated tags don't help you understand what to use instead, or when the
deprecated code can be migrated or eliminated. This makes it harder for new
folks to jump in and contribute.
This Jira is to go through our source code and improve the details in our
deprecation tags by adding since labels and referencing what SHOULD be used
instead.
