Note that my design in https://cwiki.apache.org/confluence/spaces/SOLR/pages/449282855/SOLR-15929+ASF+compliant+NOTICE+and+LICENSE+files+in+dist will re-structure the entire `solr/licenses/` folder into a top level `licenses/` folder with non-duplicated LICENSE files in a sub folder, NOTICE files in another sub folder and two yaml files as authoritative records of what 3rd party code (lib or src) we ship in src/slim/full distros. Tooling will cross-check these yaml's and correct LICENCE/NOTICE files for each shipped artifact will be generated using them.
