You are right; moved. In addition, I added a check on the 2 methods there
that reference `GlobalOpenTelemetry` to ensure that our initialization has
happened, thus catching an accidental too-early use of getTracer, perhaps in
some hypothetical NodeConfig or ServletFilter.
