This PR removes that reload, so the symptom returns on every replica. If the team accepts that, the Behavior change section and the changelog should name SOLR-13795 and say that the change reverses it. The recommendation is still option 1. It keeps the fix that stops long merges from blocking indexing and reopens the searcher on every replica.
