I find the act of something being marked stale or even better, closed, is
what brings a PR back to the top of the queue for me. Forces me to think "is
this really soemthing I care about, or just a 'pet thing'".
And, you can always label a PR so stalebot won't touch it, I have a few of
those ;-). It'll be interesting to see what happens in a month, we have 276
open PR's right now!
