We can definitely keep the SplitInfo class for the Hadoop case, but it would be 
good to have a more general mechanism when a SparkContext is created to allow 
users to express locality constraints inside of a SparkConf. The SplitInfo 
class is very closely tied to hadoop - it consists of 5 required fields and 4 
of them are relevant only to hadoop splits.

The proposal was to have a more general, narrow API, such as giving a comma 
separated list of hosts (or hosts with weights). Then you could have a 
conversion from the current SplitInfo class to this more narrow API.
