Yes! That sounds reasonable to me. The remaining things are the following.
1. Is it okay to raise that error suddenly in 3.0 the new rubric? If we didn't 
change, it will work like 2.4.5.
2. And, what about [~kabhwan]'s comment? Do we need to ban more?
