Description:
Migrate the following errors in QueryCompilationErrors:
* descPartitionNotAllowedOnTempView
* descPartitionNotAllowedOnView
* descPartitionNotAllowedOnViewError
onto use error classes. Throw an implementation of SparkThrowable. Also write a
test per every error in QueryCompilationErrorsSuite.
