Struts-Annotations 1.0.3-SNAPSHOT uses the same groupID as Struts 2 for the
freemarker libraries. This patch updates the Struts 2 poms to use
1.0.3-SNAPSHOT to avoid two different versions of the freemarker jar being
included in the maven compile and run classpaths
