This PR worked well in my initial testing of IntelliJ 2025.2. Great work.
One thing I noticed is that when I restarted my IDE after installing, it did
correctly identify that Struts configuration existed. However, when I clicked
to add the settings, I checked the Project Structure > Modules > [module] >
Struts 2: "file set" - and nothing was added. That said, when I did manually
add all the struts.xml files, everything worked as expected.
