No errors in the logs this time, but the File Sets were still not selected.
I've also include the log file at the bottom just in case.
_To reproduce_
- Uninstall existing Struts plugin and remove all module references and
filesets
- Restart IDE
- Install Struts plugin
- Click on "Configure" within Frameworks detected pop up notification.
You'll notice only one file is listed (there should be more). Press OK.

- Go to Project Structure to verify Struts module File Sets. (none exist)

- Click the plus button under File Sets to manually add
- This shows all the files that should have been added
