Everything works great but there is a PC with windows 10 that consistently
produces the error
E175002: GET request returned unexpected delta base
when updating and committing (no error with log command), both in cygwin
command mode and in tortoise GUI mode.
*In same PC, when antivirus "WebRoot" is disabled, the error is disappears,
and reappears when the antivirus is reactivated.*
No other interference detected for either subversion or for the antivirus.
