Everything works great but there is a PC with windows 10 that consistently 
produces the error

E175002: GET request returned unexpected delta base

when updating and committing (no error with svn log command). 

The problem presents itself in that PC both in cygwin command mode and in 
tortoise GUI mode.  

*In same PC,  when antivirus "WebRoot" is disabled, the error is disappears,  
and reappears when the antivirus is reactivated.*

This is the one PC using that particular antivirus.
No other interference detected for either subversion or tortoisesvn or for the 
antivirus in this PC.
