upgrade_tests.py 16 replaced_files(): upgrade with base and working replaced

This is expecting to be able to revert some replacements. The WC was created by
upgrade, and the repo is not available. Is the problem that the upgrade should
have left the pristines in place for these files, but actually it removed them?
