Added the "svn cat foo@BASE" test in https://svn.apache.org/r1900103 , as
authz_tests.py 37 "cat_base_after_repo_access_removed". With
pristines-on-demand enabled it expects "E170001: Authorization failed", else it
expects success. It passes in both modes.
