[~abstractdog], our dependencies generally follow the hadoop project's
dependency. Since master branch is targeting hadoop 3.x compatibility, that
puts us on commons-codec 1.4 for 3.0. Hadoop 3.1, changed to depend on
commons-codec 1.11.
Do you have a use case that requires that is broken due to the version? Once we
have a branch whose dependency target is 3.1+, this patch makes a lot of sense.
