[~jeagles] : thx for looking into this.
My use case is not valid anymore, as it would have "hidden" another issue found
during MSFT system tests (solved by HADOOP-15757 in the meantime).
But anyways, you've mentioned hadoop 3.1...if it helps, we can keep this ticket
(at least i've tried to build and run unit tests with commons-codec 1.11)
