1) Normal case - Any dag in the pipeline fails, fail the AM and user sees
failure (since they asked failure if anything fails)
2) Corner case - If user wants to succeed even if there is partial DAG failure
then dont set the above flag. In this case the app succeeds as expected because
the user asked for it to do so.
Other combinations would be confusing IMO.
