Updated patch based on the comments.
Also fixed some additional parameter name changes which were missed last time.
Converted the method to generate names into a unit test - to ensure all
parameters are in the keySet.
Moved LOCAL_RESOURCE_DIR and JOB_LOCAL_DIR into tez-mapreduce.
