I am unclear on the purpose of internal. I thought it was to mark traffic
generated for core itself like heath check messages.
The internal change was added by [~briang] and [~jacksontj] or rather Manjesh.
If it is to mark all communication that is not directly client generated, then
it should be pushed into the TSHttpConnect call or PluginVC directly. The
plugin writer should not have to be worrying about that.
