Tasks Needed:
1. Add steps to build log4cxx dependency to traf_tools_setup.sh
sqenvcom.sh already has variables defined of alternate location to find
LOG4CXX
2. Add makefile rule to bundle in the shared library at package-time
3. remove installer check for log4cxx RPM install
