In order to parse it Acrobat Reader (any viewer) needs the complete
PDF file. So it is impossible to block saving if you want a user to
view the contents. Think about HTML: do you know of any browser that
can show you an HTML page without having an HTML-page to interprete?
If you don't want users to save a PDF/HTML page, don't send it to them...
