Actually , there is no question of annoataion or field ,
as these are converted to pdf file from scanned image. So is there any way
, we can determine  that a page  is white image with no standard content .

        Sure.

First look at the content stream and see if it represents only a single image. If so, then you'll need to decode the image and check each pixel value to see if it is "white".
