That's a server problem. See

I've also had good results with:

response.setContentType("application/pdf");
response.setContentLength(baos.size());
response.setHeader("Content-disposition", " inline;
filename=report.pdf");
ServletOutputStream sos = response.getOutputStream();
baos.writeTo(sos);
sos.flush();
