I've done an implementation of a modified TeX line-breaking algorithm 
with my current employer.  My notes on the algorithm are at

These notes precede my current employment, and I have discussed with my 
employer my intention to implement the algorithm for Folio. They are 
untroubled by this. I am soon to release my hyphenation code, based on 
the most recent versions of the TeX patterns that I could find, and I am 
bundling this as a separate release, called HyFo. I will take the same 
approach with the line-breaking.

I intend both the hyphenation and the line-breaking to be compatible 
with Java2D text processing, in order to take advantage of the work 
those guys are doing on kerning, ligatures, bidi and normalization.

I'm interested in feedback on whether the line-breaking will be of 
interest to you guys, and if so, to get some feedback on integration issues.
