It isn't the description of the Name Object in PDF that will help you (which is what is on those pages in the PDFRef) BUT it is the documentation on each specific Name value, which can easily be found using the Index.
Think of it this way - a Name in PDF is like a constant in a programming language or a reserved word. Each has a meaning that is documented in the section for which it refers. You need to just look in the index (or Search) for that value. To answer your question about the "over" event, I opened the PDF Reference 1.7 and looked at the bookmarks. Since you are asking about an Action's Trigger Event, which I happen to know is in Chapter 8 (Interactive Features) I clicked down the bookmark tree to Chapter 8.5.5 (Actions->Trigger Events). There, right in front of me, is Table 8.44 which lists ALL the event types and their Names.
