That's a symbology feature. If you don't want padding don't use a fixed 
rectangle and even in that case you may have some padding.

What's the meaning of regular pattern in bottom side of pdf417?
How can I remove it?

The image sample is attached and it was built with this settings:

CodeColumns = 22
Options = BarcodePDF417.PDF417_FORCE_BINARY +
BarcodePDF417.PDF417_FIXED_COLUMNS;

1083 bytes  were written using byte compaction mode.
