I know a little more about what's going on. The problem occurs if I point to the .pfm file created by the Windows Type 1 installer. If I point to the original .afm (which doesn't get copied to \Windows\Fonts) the problem goes away.
It looks like the automatic .pfm to .afm conversion isn't working.
